TxDOT's Odessa Maintenance Section reports that Odessa City streets that serve as storm drainage channels have high water at the usual spots: Dixie and 42nd; along Muskingum and Tom Green streets; BI-20 North Frontage Road east of JBS Parkway BI-20 frontage road west of West County Road (FM 1882) Isolated areas in West Odessa The only street closure in Odessa is Dixie between 2nd and 3rd street and that is due to a water line break. TxDOT's Midland Maintenance Section reports water on roadway at the Garden City highway (SH 158) and SH 137 Intersection at IH-20 & FM 307 closed due to high water. IH-20 & SH 158 is open , but there is water on road. Water on roadway at the intersection of SH 349 and FM 1787 south of Midland. At the North Frontage Road and IH-20 east interchange, there is mud on service road, reported slick, use caution. UPDATE: 9:50 AM Heavy rains and flash flooding have once again impacted the Permian Basin. Midland was the hardest hit area. 1.39" of rain was reported at Midland International Airport, however there have been multiple reports of 3" or more from Greenwood and Northern Midland. Neighborhoods near the Scharbauer Draw were flooded and reports of submerged vehicles were common across Midland County. TX DOT officials had to close FM 307 near Interstate 20 as the lower side of the road flooded. High water rescues were reported near Midkiff and Loop 250 and SCR 1150 and ECR 90 near Greenwood.
